Both staff Savannah Gray and staff Elliana Jay stated that they had "dropped" and "tossed" rocks at the children who had thrown rocks at them. This is an inappropriate and prohibited method of behavior management which could be harmful and is threatening (Ms Jay stated the child was hit in the face with a rock.)
